i paid the police department and the city back. we put this together with a group of volunteerses, the original command center. the wonderful volunteers that exist in san francisco. not people advising you but people coming here doing stuff and they represented the great cross section of san francisco. had two retired school teachers who came to this temporary building everyday for five years, and provided administrative assistance. they were wonderful. one of them was mary louise green. dave ebberly -- you haven't heard that name. he was the guy bouncing around and i found out he was the volunteer driver of the emergency vehicle that we had which was parked in a fire house at the other end of the city and get a call at 2:00 o'clock in the morning and get in that vehicle, and i later learned -- i'm sorry dave. i didn't understand at the time. it was manual transmission and manual brakes and i wish i could have hired him and he he is and somebody was smart enough to bring him with when they had sufficient funds. i was assisted by th

early days of the city, the city grows up in what is the financial district on the edge of chinatown. everything they rely on for existence is the golden gate. it's of massive importance to the people what comes in and out of san francisco bay. they can't see it where they are. they get the idea to build a giant wooden structure. the years that it was up here, it gave the name telegraph hill. it survived although the structure is long gone. come to the 1870's and the city has growed up remarkably. it's fueled with money from the nevada silver mines and the gold rush. it's trying to be the paris of the west. now the beach is the suburbs, the we will their people lived on the bottom and the poorest people lived on the top because it was very hard getting to the top of telegraph hill. it was mostly lean-to sharks and bits of pieces of houses up here in the beginning. and a group of 20 businessmen decided that it would be better if the top of the hill remained for the public. so they put their money down and they bought four lots at the top of the hill and they gave them to the city. lily

to make these decisions, not the executive branch of the city. thanks. >> thank you, any other member of the public who would like to comment? and seeing none, we'll close public comment. just from the one comment that came through, i'm also reminded of when we had a vacancy for the mayor's office, there was no real public discussion with any of the candidates that they didn't come before the board of supervisors to say they were interested in becoming the interim mayor, in fact, when we came to the first vote on january 4th of 2011, the first vote for the interim mayor, the person who being selected wasn't even in the country and hadn't told anyone he was interested in being mayor and i couldn't stomach a vote at that time, so it seems like though a lot of different processes we need to look at, having some transparency of how we're doing the voting is needed and having some formal presentation, some formal discussion with the candidates that are coming before us, there could be a decision left to the mayor's side, but anyone else coming forward

san francisco's real drug crisis is in drug abuse city wide, so the city's death toll from abusing illicit drugs far out weighs every non natural death cause by wide margins and the worse epidemic and it's rising. from 2000 to 2009 drug abuse death rise in san francisco by 45% even as other forms declined yet the response has been a traditional strategy so arresting the same dealers in open air markets over and over again. the theory maybe based on cutting off the course but de facto drug use or considerations not far revealed. however in an era where a wide group deal drugs and arrest ones the strategy has become inefficient. law enforcement needs to be one component along with courts and treatment programs and reentry program in preventing drug abuse and with crime and family break down. this is way from [inaudible] focusing on dealers. there are law enforcement alternatives for the sfpd to consider. i wanted to mention one and a pilot program in seattle washington that could be used as an alternative and small time drug dealers are deterred into community services rather than jail. the
